23rd Street Complete Streets Improvements

The 23rd Street Complete Streets Improvements Project in the City of Miami Beach is a corridor upgrade designed to make daily travel safer and more comfortable for everyone using the street. The project introduces a more balanced street design by incorporating bicycle facilities along 23rd Street (between Dade Boulevard and Park Avenue), Park Avenue (between 23rd and 22nd Streets), and 22nd Street (from Park Avenue to the Beachwalk), improving connectivity between key destinations in Middle Beach.

 

The construction work visible in the contract documentation includes a full set of “Complete Streets” roadway and intersection improvements. Core elements include buffered bike lanes, two-way bicycle lanes, and reduced travel lane widths, paired with parking modifications where needed to fit the new layout. The project also includes major pedestrian safety upgrades, such as pedestrian signals, sidewalk, curb, and gutter replacement, driveway modifications, and geometric changes, including a raised (tabletop) intersection at 22nd Street and Park Avenue and intersection bulb-outs to shorten crossing distances and slow turning movements.

To support reliable operations and long-term performance, the scope also addresses the supporting infrastructure that makes a corridor function well day-to-day. That includes new traffic signal mast arm and appurtenances, installation of fiber optic conduit and pull boxes along Park Avenue and 22nd Street, drainage improvements, and pavement milling and resurfacing throughout the project limits. Final corridor restoration is rounded out with updated signage and pavement markings, tying the new multimodal design together into a clear, consistent street environment for drivers, cyclists, and people walking.
